Under Citizens Petition, Neil Stalnaker addressed Council on better communication to the public and Dan Rundle spoke on loitering at the Blaine Street playground. Under City Manager’s report, Jay Rogers said Watson, West Side and the Downtown area is now complete with Bellview to be completed by Thursday and then East Side beginning Oct 1st   John Stump mentioned City was rewarded with low rates as a result of tough decisions Council made resulting in $200,000 savings each year, not going to debt service but for future improvements and allow the City to defer the timing of the future rate increases.

 7:00 Substance Awareness & Prevention: Sept. 15 (1 hr. 37 min.)

As a result of her son's suicide due to substance abuse, Trisha Kyer was determined to do something that would call attention to this problem and offer hope to overcome it. 11 suicides were committed in Marion County in 2011 and is the second leading death among youth in the nation. Thus, on Sept. 15, 2012 this Substance Awareness & Prevention program at the Woody Williams National Guard Armory was presented. Highlights included family scenes at the beginning. interviews with Trisha Kyer, the  organizer and participants, Hope Siler of ASPEN, Adolescent Suicide Prevention & Early Intervention; Rescue Squad personnel Glen Satterfield and Barry Bledsoe; Sheriff Joe Carpenter, former drug abuser Carolyn Davis; Lauren Prinzo of the Family Resource Network; and Cheri Shelton, President Community Outreach for Mental Health.  Peyton Van Kirk of East Fairmont High School gives her testimony of being bullied and student Janna talks about being cyber-bullied. Brett Golf, Professional Marion County Rapper of UpTown DownBottom Entertainment spoke of losing 3 friends to suicide and rapped to music to encourage healthy living. A special event was a play done by Fairmont State students written by Trisha Kyer based on her experiences of losing her son. Guy Ward was the master of ceremonies and the program concluded with lifting of air filled balloons outside the armory.

Highlights include the news of Hurricane Sandy, Christmas Toy Shop, Mission Trips, Rev. Johnna Mansuetto's installation, and our candidate forum. Our special Yearly Celebration and Dinner is discussed. The dinner will be held on Thursday, Nov. 16th at the Knights of Columbus Building on Mary Lou Retton Drive with WV State Senator Roman Prezioso speaking.

 Kathy Wyrosdick, city planner, discussed the "Buy Local" campaign. City Manager Jay Rogers stated that  $1,662,517.30 has been spent on 116 roads equal to 15.7 miles for street paving. Debris from the Masonic Temple is being removed. Many announcements were made

Poll workers were approved for Early Voting for the General Election beginning October 24, 2012 and ending Nov. 3, 2012, for satellite voting at the Mannington City Hall. Donald L. Mundell, Jr. was hired as full time Deputy Sheriff, Arnold L. Triplett as full time Process Server, and Shelia M. Ledsom as full time Holding/Transport officer. Request for funding from the City of Mannington for the WV State Council's Mobile Wall Project and for repair and upkeep of Camp Mar-Mac youth camp was approved.

    County Commission Meeting of Oct. 31

Highlights include the Order of Write in Policy for General Election and a proclamation for "Pancreatic Cancer Awareness Month." Resolutions to Apply for West Virginia Community Participation Program Funds on behalf of the Marion County Historical Society, Prickett's Fort, TV 19, and the WV Council of Vietnam Veterans were approved. Jessica Bennett was hired as a part-time office assistant; Marion County Holidays for calendar year 2013 was approved. Funds were given to Fairmont Senior Boys & Girls Soccer Teams, fire hydrants for the Mt. Vernon Heights Homeowners Association and for the Marion County Society for Handicapped Children and Adults, Inc. Christmas party. Opening of four bids for a 911 storage building were examined and pending action was approved.
